In accordance with the requirements of regulatory legal acts in the field of training and certification on industrial safety, specialists of organizations supervised by Rostechnadzor during certification must pass a knowledge test of the general requirements of industrial safety, as well as a knowledge test on special issues falling within the competence of the certified ones. For mining specialists and facilities, such special issues are industrial safety requirements for:

development of deposits by open, underground and combined methods, as well as during the development of permafrost alluvial deposits — the construction of underground facilities not related to mining — crushing, sorting, beneficiation of minerals and sintering ores and concentrates — drilling and blasting operations in underground mining and open-pit mining –– conducting special blasting –– ventilation of mine workings –– exploitation of electromechanical equipment in open and underground mining -obustroystve exits from the underground mine workings, drawing up plans of localization of accidents and liquidation of their consequences-extinguishing underground fires.

These requirements are established in a significant number of regulatory legal acts (common safety rules) and regulatory and technical documents (safety instructions) approved by the State Technical Supervision Service of Russia.

In order to optimize the certification procedures for managers and specialists, the Regulation on the organization of the activities of certification committees of the Federal Service for Ecological, Technological and Atomic Supervision, approved by the order of Rostekhnadzor of 08.11.07 N 758, provides for the certification format, within which the decision on certification is made on the basis of testing results, conducted in accredited organizations providing pre-certification training. Testing, as an alternative to the traditional oral exam, provides maximum objectivity and reduces the time of knowledge testing through the use of widely used computer software.
